Worldwide Pants is a company, that after a failed Super Bowl ad, stopped making blue pants. Homer made a deal with the owner that if he advertised blue pants, the Worldwide Pants company would start production of blue pants again. Homer drew a (glow-in-the-dark) picture on the back of his head to promote the pants.
