William "Billy" O'Donnell is a former private detective.
In the present day, Shady Oaks cemetery was being dug up to be replaced with the Cholera Pit Fashion Plaza. When one of the coffins was dug up, it was found to contain two skeletons. One of the skeletons had the business card for Simpson and O'Donnell Detective Agency on it, which Abraham Simpson was half of. The police then questioned Abe about the business card.
In the 1980s, Billy O'Donnell and Abraham Simpson ran the Simpson and O'Donnell Detective Agency together.
