Homer went there with Maggie when he saw there was a huge line of dads with babies outside. The line was for a "Daddy and Me Class", which was hosted by Chloe. All the fathers went to the class as Chloe was attractive. Eventually, Chloe quit, and Maggie let Homer realize that she enjoyed spending time with him at the class.
