Charles Montgomery Burns , also known as C.M Burns, Mr. Burns, Monty, or simply Burns, (born September 15) is viewed as an antagonist to many, if not all, of the inhabitants of Springfield. He is an elderly, skinny man who is shown as being cruel, bitter, cynical, heartless and greedy. Burns owns and runs the Springfield Nuclear Power Plant.

Burns frequently orders his aide, Waylon Smithers, to "release the hounds," so as to let his vicious guard dogs attack any intruders, enemies or even invited guests. Mr. Burns is Springfield's richest and most powerful citizen. His net worth has been stated to be in the billion-dollar range, although at one point it slipped to "only" $996 million, which led to his being demoted from Billionaire Camp to Millionaire Camp. Burns uses his power and wealth to do whatever he wants, usually without regard for consequences and without interference from the authorities.

Mr. Burns embodies a number of stereotypes about Corporate America, as he has an unquenchable desire to increase his own wealth and power. Burns also embodies the stereotype of a manager by forgetting his employees' names (especially Homer's, despite it appearing that they interact more than Burns does with most of his employees), though this can be attributed to his senility. Burns is also unconcerned for their safety and well-being. His aspirations to apply obsolete technology to everyday life or references to Victorian-era people or places provide a common source of humour on the show. Recently, he has become less evil and more eccentric.

Rayshelle Peyton is a fourth grade teacher at Springfield Elementary School.

Ms. Peyton was a teacher in Ghana for two years. However, she moved to Springfield because her husband, Darryl Peyton, got a new job as part of the Springfield Orchestra.

Before she became the new fourth grade teacher at Springfield Elementary, Ms. Peyton stayed at the resort Paradiso del Mare. When Bart sneaked into the resort's pool, he got winded and started to drown. Ms. Peyton dived into the pool, still in her dress, and rescued Bart. Because Bart felt embarrassed about this, he yelled at Ms. Peyton and ran off. After this incident, Ms. Peyton referred to Bart as "angry drowning boy" in her head, since she didn't know his name.

When Ms. Peyton introduced herself to the other teachers, she told them that she wanted to do project-based learning with the school. At first, the other teachers weren't interested, but Ms. Peyton then revealed that she had drawn up all the lesson plans they would need. When Ms. Peyton was introduced to Bart, she didn't recognize him, but Bart recognized her. Bart then started acting up toward her because he was feeling guilty about the way he acted toward her at the pool, and he had a crush on Ms. Peyton. Due to Bart's antics, Ms. Peyton ended up calling Homer and Marge into the school to discuss Bart's behavior...
