Chief Wiggum told Homer that he has to get his underwear specially made by a village in Ukraine. He then goes on to tell him that they send him a Christmas card every year, and that they call him "daddy round-round."[1]
Viktor lived in Kiev, Ukraine, where he operated the Ukrainian mafia.[2]
