	I have come across another character called Smitty, who seems to get it's colors wrong often, and even in newer episodes. His Wiki shows info on both his colors appearances, as if he was the same person. As an example, he is yellow in the episode where the germans take over the nuclear plant (S3 E11), or the episode where Ned is teaching sexual arrasment class(S29 E19). Seems there is a place where some background characters get missed colors during the animation process. I strongly believe it was the same case with sra. Bumblebee. You mentioned it is most likely a design reuse. I was just going though Daria, Barney ex-girlfriend, on her second appearance, she has blue hair, and her coat is brown, instead of blue. Yet, she is listed as appearing on the episode.
