The Springfield Environmental Review Board does not protest the destruction of the protected forest due to bribes from Burns. Although Mr. Burns is about to release the hounds on them, he retreats and later reveals to [[Smithers]] that he himself is a member of the Chickadees, although in his youth the group was called The Legion of the Hooded Falcon and the focus was on killing and skinning. Burns arrives at the scene and gets ready to unleash hungry dogs on the protesters until he realizes that they're led by Li'l Chickadee. Burns calls off the attack and retreats. That night, Burns reveals to Smithers that he is a Chickadee, or was when they were previously known as The legion of the Hooded Falcon. As such, he wasn't allowed to break the Chickadee Code which states that if two Chickadees disagree, the matter must be settled by a "Battle of Badges".
