After [[Herb Barnstable]] complained at [[Homer]] and gave him a list of task he must do. Homer didn't want doing the task and with help from [[Skip Tarrington]] he become the new president. Homer quited soon as the president after he found out what Tarrington had planned with the neighborhood, which was to demolish all the houses and build homes for millionaires there.

+Skip Tarrington attended a Homeowner Association meeting, where [[Homer]] wanted to speak. However, [[Herb Barnstable]] made Homer wait for the rest of the meeting until Homer fell asleep. When Homer woke up, he found that the meeting was over and everybody had left. Skip Tarrington then spoke to Homer and told him that he lived on [[Bluebird Avenue]]. Skip then convinced Homer to run for Homeowner Association president. Homer started appealing to the community to get them to vote for him, but found little support. He went to Skip for help, and Skip told him that he needed to change everyone's perception of him and connect with people on a personal level to secure votes. Homer managed to get enough support to win the vote and become the new Homeowner Association president. However, when he asked Skip to help him lead the community, Skip refused as it wasn't his scene.
