 Start by recruiting Flanders to join your mob, then target the nearby float and send him to destroy it. That's one down, two to go! Pick up Hibbert and Krabappel along the way to the next float. Fend off some GTS kids in the next street, and then find Frink, Lenny, and Carl to expand your mob to six. After defeating the kids, destroy the third float to unlock the next objective. Switch to Lisa and activate the Hand of Buddha from the Sequel Stop roof.
